Advancing Students for a Stronger Economy Tomorrow, or the Colorado ASSET law, allows eligible undocumented students to pay in-state tuition and receive the College Opportunity Fund stipend at Colorado public colleges.
Deferred Action for Childhood Arrivals (DACA) was an executive action allowing undocumented children who met several guidelines to request consideration of deferred action for a period of two years, subject to renewal.
This bill allows eligible students such as Undocumented, DACA, or Dreamer students (including those without a lawful immigration status) to qualify for in-state tuition rates, COF (College Opportunity Fund) and state financial aid if they meet certain conditions.
The original law from 2013, Advancing Students for a Stronger Tomorrow (ASSET) allows eligible students who do not have a lawful immigration status to pay in-state tuition at Colorado’s public colleges and universities if they meet certain qualifications. Legislation in 2019 further updated the law allowing ASSET students to receive in-state financial aid.
Those students who do not hold non-immigrant visas (such as F, J, M, B, and certain H visas) are eligible for ASSET in-state tuition if all requirements are met and may also be eligible for state financial aid each year.
In 2022, the General Assembly passed HB22-1155, In-state Tuition for Colorado High School Graduates, which updates the eligibility criteria for Colorado ASSET students to receive in-state tuition and state financial aid at Colorado postsecondary education institutions. DREAMers, DACA, and undocumented students attending CCD that meet ASSET eligibility may qualify for state aid.
Students attending CCD under ASSET (effective FALL 2019) might qualify for state aid. Learn more here.

Deferred Action for Childhood Arrival (DACA) is not tied to ASSET. DACA students may receive in-state tuition and financial aid as long as they meet ASSET eligibility.

HB 06-1023 requires institutions of higher education to verify lawful presence for students applying for educational benefits (i.e., in-state tuition, College Opportunity Fund). This has been amended; state institutions of higher education are no longer required to verify lawful presence. We no longer require an Affidavit of Lawful Presence (as of summer 2013).
